In BusinessOulu booth shared between City of Oulu in Finland and City of Sendai in Japan, 4 tech start-ups (2 from Oulu and 2 from Sendai) introduce products and technologies. Also, Oulu-Sendai booth introduce business activities in each city and collaboration examples.

In 2005, Sendai signed the Co-incubation agreement with Oulu, aiming at developing industry in each town by cooperating together. Oulu is known as the birth place of wireless communication technology and there is Nokia and Nokia factory which had the world's top share of mobile phones. Nokia is still active for R&D of mobile networks. Oulu is the center of 5G technology research in Finland. University of Oulu is leading R&D of wireless communication in Finland and, here, 6G project has been started since 2018 as Finland flagship project. There are more than 400 ICT companies with population of 240,000 and Oulu is also called as Silicon Valley of Europe. Therefore, Oulu is the world top class in ICT industry and education.

Based on this co-incubation agreement, Sendai-Finland Wellbeing Center supports new products, service development, company's internationalization targeting for development of health & welfare industry in Sendai, Miyagi Prefecture. Also, Global Lab Sendai supports to educate global human resources and helps international market entry for local companies, aiming at building a basis of game & ICT industry in Sendai, Tohoku region.
